Jacob Hunter is the director of the new dispensary and says in Canada, access to medical marijuana by people who require it is a constitutional right.  He says while illegal reselling is always a concern, there are strict rules on who they can sell to. “We make all of our members sign a code of conduct that very expressly forbids any reselling or sharing of any medicine they purchase from us.”
