I really want to understand how the government makes money off of propaganda and ads stating against marijuana. The government spends billions of dollars on these ads, and I can’t come up with a way how they would make money. They don’t gain money when it’s illegal, yet some people say they gain money when it is illegal, and lose money when it is legal, but that doesn’t make any sense to me?

They don’t get money directly. The politicians get campaign money from lobbyists from pharmaceutical companies and petrochemical companies who have alot to lose by marijuana becoming legal. For the government itself, prosecuting marijuana smokers is a costly proposition and doesn’t gain them anything in return.
