Pennsylvania Becomes 24th State to Legalize Medical Marijuana

Pennsylvania has become the 24th state to legalize marijuana for medical use. The passage of this new law means that more 50 percent of the American population now live in states with implemented medical marijuana laws.

Bill SB 3 allows patients with at least one qualifying condition and a doctor’s recommendation to obtain and use marijuana for their medical condition(s). According to a report by Marijuana Policy Project (MPP), up to 25 approved growers and processors could be given licenses to produce medical marijuana for the dispensaries in Pennsylvania. Up to 50 medical marijuana dispensary brands may be licensed in Pennsylvania with each brand being permitted up to 3 locations.

Some of the qualifying conditions will include:

  • PTSD
  • Seizure disorders
  • Autism
  • Sickle cell anemia
  • Intractable pain
  • HIV/AIDS
  • Cancer
  • Multiple sclerosis

Latrisha Bentch, a marijuana supporter, said, “Finally, Pennsylvania patients who could benefit from medical marijuana will no longer have to suffer needlessly or be treated like criminals. Patients and their families throughout the state have been desperately hoping that we could get this sensible and compassionate legislation passed this year. Thanks to Governor Wolf and supportive lawmakers, our wait is finally over.”

MPP legislative analyst, Becky Dansky said, “Due to the tireless efforts of patients, families, advocates and lawmakers, Pennsylvanians will finally have access to this safe and effective treatment option. Now that more than half of Americans live where medical marijuana is legal, we hope other states and the federal government will reconsider their policies.” She continued with, “We applaud the Department of Health which is already taking steps to prepare for the implementation process. We’re confident that under the leadership of Governor Wolf and Secretary Murphy, Pennsylvania will create the strongest possible program for patients in the Commonwealth.”

Arizona legalized marijuana for recreational use in November 2020. The law allows adults aged 21+ to purchase, possess and use cannabis. State-licensed cannabis dispensaries began selling recreational marijuana in early 2021. There are over 150 dispensaries in Arizona — a majority of them are in populous areas such as Phoenix, Tucson and Flagstaff. Recreational cannabis delivery services began operating in 2024.
