Arizona Adult Cannabis

A proposed 2026 ballot initiative backed by a well-funded national prohibitionist group is seeking to repeal major provisions of Arizona’s voter-approved cannabis law by eliminating the licensed adult-use market. If approved, the initiative could be on the November 2026 ballots.

Arizona voters overwhelmingly approved legalizing recreational marijuana in 2020 via Proposition 207 so that adults could have access to quality-controlled, lab-tested products from licensed dispensaries.

But now, instead of working with the legislature to promote changes or improvements to the policies governing the adult-use market, proponents of the proposed ballot initiativedeceitfully titled the “Sensible Marijuana Policy Act for Arizona”are trying repeal a majority of the laws and regulations enacted by Prop 207.

This approach undermines the will of the voters, endangers consumer health and safety, would endanger the livelihoods of tens of thousands of Arizonans, and would put the state’s recreational marijuana market back in the hands of criminals. Furthermore, it’d deprive the state of significant tax revenue that funds programs that Arizonans rely on, including those promoting education, public safety, and job training.

Arizona legalized marijuana for recreational use in November 2020. The law allows adults aged 21+ to purchase, possess and use cannabis. State-licensed cannabis dispensaries began selling recreational marijuana in early 2021. There are over 150 dispensaries in Arizona — a majority of them are in populous areas such as Phoenix, Tucson and Flagstaff. Recreational cannabis delivery services began operating in 2024.
