Decriminalize Cannabis

This December, the U.S. House will vote on the Marijuana Opportunity, Reinvestment and Expungement Act (MORE Act) that could decriminalize marijuana and expunge convictions for non-violent marijuana offenses.

House Majority Leader Steny Hoyer sent a letter this week to members of the House stating that he plans on introducing the MORE Act to the House for a vote this December.

“The House will vote on the MORE Act to decriminalize cannabis and expunge convictions for non-violent cannabis offenses that have prevented many Americans from getting jobs, applying for credit and loans, and accessing opportunities that make it possible to get ahead in our economy,” Hoyer wrote.

If the MORE Act passes, it means cannabis would be removed as a Schedule 1 controlled substance, which would decrease or end federal penalties for marijuana-related offenses as well as allow more research to be performed on the medicinal benefits of marijuana.

Hoyer’s concluded his letter saying, “We have much work still ahead, and I hope we can move forward together in a spirit of bipartisan cooperation and a determination to finish this year on a strong note, on our way to the very busy 117th Congress that awaits us next year.”

The House is scheduled to be in session December 1 – 4 and December 7 – 10.

Arizona legalized marijuana for recreational use in November 2020. The law allows adults aged 21+ to purchase, possess and use cannabis. State-licensed cannabis dispensaries began selling recreational marijuana in early 2021. There are over 150 dispensaries in Arizona — a majority of them are in populous areas such as Phoenix, Tucson and Flagstaff. Recreational cannabis delivery services began operating in 2024.
