Ryan has been involved in Arizona Cannabis business and law since its inception. Ryan’s original involvement began during the Medical Marijuana statewide ballot initiative in 2009, at Rose Law Group as the firm was the first in Arizona to build a legal department focused on the developing area of Cannabis law. Ryan represented clients in helping to shape the statewide initiative, implement it and the rules adopted around it, assist with licenses, and advising business owners in the plethora of regulatory and legal issues relating to operating cannabis businesses. Ryan spent the last seven years as General Counsel to one of the largest cannabis growers in the country. His role involved managing overall company compliance, HR/employment issues, contracting, capital and debt raises, mergers/acquisitions/dispositions, joint ventures, and special projects.

A thought leader in the cannabis industry, Ryan has been deeply involved in Arizona’s cannabis landscape from its inception. He played a significant role in the 2016 and 2020 initiatives to legalize adult-use cannabis in the state and has been a tireless advocate for marijuana reform.

Beyond his cannabis advocacy, Ryan has a keen interest in advancing legal therapeutic psychedelics and has been very involved with blockchain, decentralized finance (DeFi), digital autonomous organizations (DAOs), web3, and metaverse applications.

Arizona legalized marijuana for recreational use in November 2020. The law allows adults aged 21+ to purchase, possess and use cannabis. State-licensed cannabis dispensaries began selling recreational marijuana in early 2021. There are over 150 dispensaries in Arizona — a majority of them are in populous areas such as Phoenix, Tucson and Flagstaff. Recreational cannabis delivery services began operating in 2024.
