Cannabis was once illegal nationwide but has become legalized for adult-use in a dozen states. However, local governments have their own unique ways of regulating cannabis purchases, possession and use. These local laws lead to some cities being much more cannabis-friendly than others.

24/7 Wall St ranked the most marijuana-friendly cities in the United States. The rankings were based on data for specific factors that came from 14 different sites.

Arizona had four cities make the list.

Arizona Ranked Cities:

• Phoenix: 17th
• Glendale: 22nd
• Mesa: 23rd
• Scottsdale: 38th

Top Ranked Cities:

• San Francisco: 1st
• Los Angeles: 2nd
• Denver: 3rd

Ranking Factors:

Arizona legalized marijuana for recreational use in November 2020. The law allows adults aged 21+ to purchase, possess and use cannabis. State-licensed cannabis dispensaries began selling recreational marijuana in early 2021. There are over 150 dispensaries in Arizona — a majority of them are in populous areas such as Phoenix, Tucson and Flagstaff. Recreational cannabis delivery services began operating in 2024.
