Arizona Might See Adult-Use Marijuana Legalization on Ballots in 2020

The Arizona Dispensaries Association (ADA) is already working on a bill to legalize adult-use marijuana in 2020.

It’s speculated that home cultivation will be included in the new bill, ABC 15 News reported. Funding issues would be included as well as changes to DUI laws.

“They’re ready, and they don’t want to go through the same mistakes we made in the past,” said Mikel Weisser from the marijuana advocating group Arizona NORML. “From what I understand, the ADA has been battling over their internal drafting for months.”

The ADA believes branding was an issue for previous attempts to legalize marijuana in Arizona, so the new legislation may nix the word “recreational” since it can come with a negative connotation and instead use a term such as “adult-use.”

“The ADA has spent the last two years doing consistent polling to find out what works and what doesn’t work with the Arizona voter,” Weisser said.

January 2019 is the target for drafting the new piece of legislation. The bill may be available for public comment as soon as March.

Arizona legalized marijuana for recreational use in November 2020. The law allows adults aged 21+ to purchase, possess and use cannabis. State-licensed cannabis dispensaries began selling recreational marijuana in early 2021. There are over 150 dispensaries in Arizona — a majority of them are in populous areas such as Phoenix, Tucson and Flagstaff. Recreational cannabis delivery services began operating in 2024.
