According to a Monmouth University Poll conducted this month, 51% of Arizona registered voters favor legalizing and taxing cannabis for adults 21 and older via the Prop 207 ballot measure, formerly known as the Smart and Safe Arizona Act.
“The margin is close on a measure to legalize recreational marijuana,” the poll stated. “Among registered voters, 51% say they will vote for this and 41% will vote against it. This margin shrinks among likely voters in a high turnout scenario (49% for and 43% against) and disappears in a low turnout scenario (47% for and 47% against). A similar measure failed by a vote of 48.7% to 51.3% four years ago.”
Five facts about Proposition 207:
1. Would allow adults 21 and older to buy and possess up to 1 ounce of marijuana with no more than 5 grams being concentrates (extracts).
2. Would limit home cultivation to six cannabis plants per individual’s primary residence and twelve cannabis plants at a residence where two or more persons 21 or older reside.
3. Recreational marijuana dispensaries would open. The Arizona Department of Health Services (ADHS) would issue licenses following the application acceptance period from Jan 19 – Mar 9, 2021.
4. Would impose a 16% excise tax (which is similar to alcohol and cigarettes) on recreational cannabis sold at state-licensed dispensaries. The tax revenue would fund various state agencies and community programs.
5. Cannabis use would still be illegal in public places. Would only be a petty offence for any offenders.
If Prop 207 passes, the ADHS would have until April 5, 2021 to create and implement the adult-use marijuana regulations. Medical marijuana dispensaries would likely be the first to sell recreational marijuana because they’re already established, whereas new recreational marijuana dispensary licensees would have to find and open a storefront before selling marijuana.
