Another one of Arizona’s neighbors is about to legalize marijuana. Mexico would become the third country to legalize marijuana if it passes a bill to legalize recreational marijuana this December.

The Mexico Senate recently voted (82 to 18) to approve a recreational cannabis legalization bill, Rueters reported. It will become a new law if it passes its final hurdle of getting approved in Mexico’s lower house of Congress this month.

The bill would legalize the use and possession of up to 28 grams of marijuana for adults and allow for home cultivation of up to 20 cannabis plants.

“If something is authorized, something is permitted, then people act with responsibility,” Mexico President Andres Manuel Lopez Obrador said to reporters. “And I believe that will happen with this new legislation on the use of marijuana.

Mexico has a population of nearly 130 million citizens. By contrast, Canada, which legalized recreational marijuana in 2018, has about 38 million citizens.

The bill would make Mexico the largest legalized marijuana market in the world.

Arizona legalized marijuana for recreational use in November 2020. The law allows adults aged 21+ to purchase, possess and use cannabis. State-licensed cannabis dispensaries began selling recreational marijuana in early 2021. There are over 150 dispensaries in Arizona — a majority of them are in populous areas such as Phoenix, Tucson and Flagstaff. Recreational cannabis delivery services began operating in 2024.
