Five years ago, Arizona joined a wave of states legalizing adult-use cannabis, transforming an already robust medical market into one of the country’s fastest-growing recreational markets. Today, with billions in cumulative sales and a more educated consumer base, the state is entering a new era, one defined by higher expectations, stronger competition, and rapid innovation.

To reflect on the moment, three Arizona cannabis leaders shared their insights on how the industry has evolved and what the next chapter might bring.

From Novelty to Normalcy

For attorney Justin M. Brandt, Co-Founding Partner of Bianchi & Brandt, the last fi ve years have marked a dramatic shift in how consumers think about cannabis.

“The biggest shift has been the normalization and professionalization of cannabis as both a product and an industry,” Brandt said. “Today, consumers are far more discerning. They expect consistent quality, transparency in sourcing, and brands that reflect their personal values.”

He believes this evolution has pushed brands to elevate their operations. “It’s no longer just about access; it’s about trust, education, and brand identity.”

Innovation as a Growth Engine

At Noble Herb in Flagstaff , Founder and CEO Ryan Hermansky has seen firsthand how curiosity and exploration shape consumer behavior.

“We identified the THC beverage market as an exciting way to innovate and expand our product offerings,” Hermansky said. Noble Herb and Pure Edibles recently partnered with Mother Road Brewery to launch the first THC infused beer in Arizona. “Innovation keeps consumers engaged, and it allows us to expand our reach.”

Hermansky also pointed to the significant decline in the medical market. “The largest shift we have seen since adult use sales passed is the shrinking of the medical market,” he said. “Patients have decided not to renew their medical marijuana cards.”

A Push Toward Wellness and Education

As Executive Vice President of Retail & Marketing at Copperstate Farms, Caroline Riggs has observed a major evolution in both brand strategy and consumer expectations.

“In the five years since Arizona launched adult-use cannabis sales, the most significant shift I’ve observed has been the transformation in both brand operations and consumer engagement,” she said. “Brands have become increasingly innovative, developing a diverse array of products to meet the varying preferences of consumers.”

She emphasized that more consumers are prioritizing wellness. “Consumer behavior has evolved, with a growing interest in quality, safety, and the broader wellness benefits of cannabis,” she said.

Looking ahead, Riggs believes that innovation, education, and compliance will shape the next stage of the market. “Advancements in edibles, beverages, and wellness products that cater to a broader audience will play a major role in shaping the next phase,” she said. “Addressing stigma and educating the public will be essential for long-term growth.”

A Market Maturing With Purpose

Arizona may be only five years into adult-use sales, but its cannabis landscape is already maturing quickly. Innovation is accelerating. Consumers are more informed. And companies are adapting to rising expectations around quality, safety, and experience.

As the industry moves into its next chapter, one thing is clear: Arizona’s cannabis story is still unfolding, and the leaders shaping it today will defi ne what comes next.

Arizona legalized marijuana for recreational use in November 2020. The law allows adults aged 21+ to purchase, possess and use cannabis. State-licensed cannabis dispensaries began selling recreational marijuana in early 2021. There are over 150 dispensaries in Arizona — a majority of them are in populous areas such as Phoenix, Tucson and Flagstaff. Recreational cannabis delivery services began operating in 2024.
